Below is the template for the Personal Data Processing Impact Assessment file and the implementation guide. According to Decree No. 13/2023/ND-CP of the Government on personal data protection, the Personal Data Controller, the Data Controller, and Processor in Vietnam are required to prepare a Personal Data Processing Impact Assessment file and submit it to the Cybersecurity and High-Tech Crime Prevention Department under the Ministry of Public Security.
Personal Data Processing Impact Assessment File
The Personal Data Processing Impact Assessment File includes:
1. Personal Data Processing Impact Assessment Notification
2. Copy of the Business Registration Certificate or Operating License (for organizational applicants) or a copy of the Citizen Identification Card (for individual applicants)
3. Personal Data Processing Impact Assessment File
4. Copy of Contracts or relevant documents related to agreements on personal data processing with other parties (if any)
5. Copy of Decisions or documents related to the assignment of the department responsible for protecting the personal data of the file owner.
6. Copies of other documents, including appendices, cost calculation spreadsheets, benefits of solutions, etc.

Submission of Personal Data Processing Impact Assessment File
Organizations and individuals can submit the Personal Data Processing Impact Assessment file in three ways:
1. Directly submit at the Cybersecurity and High-Tech Crime Prevention Department (A05) under the Ministry of Public Security, located at 40A Hang Bai, Hang Bai Ward, Hoan Kiem District, Hanoi City, phone: 0692342168.
Receiving time for files: Business hours on weekdays from Monday to Friday (except holidays and Tet as regulated).
2. Submit the file by post to the Cybersecurity and High-Tech Crime Prevention Department (A05) under the Ministry of Public Security at the above address.
3. Submit the file online on the National Information Portal on Personal Data Protection.
Processing time
– If the file is submitted directly: The processing time is 10 working days from the date of direct submission.
– If submitting the file online through the National Information Portal on Personal Data Protection: 10 working days from the date of online submission.
– If submitting the file by post: 10 working days from the date the Cybersecurity and High-Tech Crime Prevention Department receives a valid file.
